Description

Rework PD calculator code (see docstring in pd.py) and implement a jurisdiction one for Canada & UK. Store it if is PD and if not, when it becomes PD.

Done on changeset 4ef092c337a4. Code for doing calculation (assuming death date known) is now in pd.py and tested in test_py.py for UK and Canada.
